KoKreate was born from the belief that pre-construction should be a catalyst, not a constraint. After 17 years leading major bids and PCSA strategies on some of the UK’s most complex projects, we saw the same pattern: fragmented teams, missed opportunities, and outcomes decided too late.
So we built a better way. KoKreate brings together strategic bid writing, outcome-led scoping, and the Integrator Model—our proven delivery engine for net-zero procurement and MMC. We help clients and teams win work with purpose and deliver with confidence, from brief to contract.
Mike Bilko - Integrator
I’m a pre-construction strategist with 17+ years’ experience leading high-value, complex projects across the UK’s public and private sectors. For the past 7 years I’ve sat on regional and national boards and led multi-billion, innovative alliance portfolios—driving outcomes through early-stage leadership, collaborative procurement, and sharp commercial focus.
I specialise in regional pre-construction strategy and the PCSA phase—where the biggest risks and opportunities live.
From work-winning to contract, I build integrated teams, align stakeholders, and create the conditions for delivery. I’ve led pre-con for over £1.8bn of MoJ alliance projects, chaired science-sector boards, and built high-performing bid, estimating, planning, and marketing teams.
Now, through KoKreate and the Integrator Model, I’m helping others win better work and deliver smarter—from strategy to site.
